The Angelina County Fresh Water Supply District #1 (the District) is an independent local government entity that provides retail water and wastewater services to its customers north of the City of Lufkin. The District is managed by the Authority by means of a contract to provide administrative support, financial oversight, and physical operations. 

In 1996, the District initiated and executed a management agreement with the Authority to manage the affairs of the District, maintain compliance with state and federal regulatory requirements, and provide the infrastructure necessary to maintain, improve, and expand the District’s water and sewer systems.

In 2013, the District and the Authority entered into a new agreement. This new agreement required the Authority to build the wastewater infrastructure to serve the entire District. In 2016, the Authority began a sanitary sewer collection system expansion project, providing first-time sewer service to multiple small rural communities in the area that were being served by failed wastewater treatment systems. These systems were discharging raw or partially treated sewage into the nearby Angelina River.

Construction began on the sanitary sewer expansion project on December 21, 2016, and was declared substantially complete on November 30, 2018.

In 2019, the Authority initiated a project to regionalize the District’s Rivercrest wastewater treatment plant into the Authority’s regional wastewater system. Construction is ongoing.
