ANRA is seeking a motivated individual to join our team in the role of Maintenance Technician. This is an entry level field position that reports to the Field Maintenance Manager. The Operations Division operates water and wastewater facilities to achieve compliance with state and federal regulations.

Ideal candidates will possess the skills to conduct routine repairs and maintenance, preventative maintenance and emergency repairs for water and wastewater systems. The candidate will exhibit the ability to perform routine tasks with minimal supervision, organizational and communication skills, strong attention to detail and correctness, ability to multi-task, positive attitude, ability to work well with others, strong initiative, ability to meet deadlines, and willingness to accept additional responsibilities.

  • Capable of working flexible hours and during inclement weather;

General Duties:

ANRA is seeking a motivated individual to join our team in the role of environmental inspector for our On-Site Sewage Facility (OSSF) program. In part, this position will be responsible for the design review, inspection and licensing activities for residential and commercial on-site sewer systems within the River Authority’s jurisdiction. This position plays a critical role in protecting public health by working with affected parties, local officials and community stakeholders to achieve compliance with state and local laws.

Ideal candidates will exhibit excellent communication and organizational skills, enjoy a mix of indoor and outdoor duties, possess the ability to work effectively in the public arena and maintain composure in difficult circumstance.

Primary Duties:

  • Perform inspections of OSSFs installed within ANRA’s jurisdiction.
  • Issues permits for OSSFs installed within ANRA’s jurisdiction in accordance with state rules and regulations and ANRA policies and procedures.
  • Perform field investigations of complaints/concerns and prepare appropriate reports. Initiate follow-ups as necessary.
  • Investigate, validate and recommend enforcement action in compliance with ANRA’s Rules.
  • Conduct GPS data collection activities.
    • Collection of water samples in accordance with TCEQ’s Surface Water Quality Monitoring (SWQM) Procedures and ANRA’s Quality Assurance Project Plans (QAPP).
  • Responsible for field monitoring equipment and supplies necessary to complete water quality monitoring tasks.

Desired Qualifications:

  • Must have a Designated Representative License from TCEQ (or have the ability to acquire a DR license within 6 months of hire).
  • High School Diploma or equivalent.
  • Valid Texas Driver’s License.

  • Utilize class “A” vehicles to collect Roll-off containers of biosolids for processing at the Facility and deliver finished product to customers as needed.
  • Complete Waste Movement Records and any other related correspondence in a timely manner.
  • Learn and know the purpose for collection and documentation of all samples collected associated with biosolids collection, transportation and disposal.
  • Assist with maintaining ANRA’s equipment and vehicles to prolong the life of the fleet.

General Duties:

ANRA is seeking a motivated individual to join our team in the role of Laboratory Services Director. This position manages the Authority’s Environmental Laboratory and reports to the Deputy General Manager. The Authority’s Environmental Laboratory performs analyses for surface water, drinking water, and wastewater samples for the Authority’s internal utilities and programs such as environmental water quality monitoring, as well as local municipalities, organizations and the general public, for drinking water and wastewater compliance testing.

Primary Duties:

  • Maintain the Environmental Laboratory’s accreditation in accordance with the TNI Standard and all applicable TCEQ rules and regulations.
  • Update, revise, and maintain the Environmental Laboratory’s Quality Assurance Manual, Standard Operating Procedures, and other quality documents.
  • Perform internal audits of the Environmental Laboratory, including both technical and quality systems audits.
  • Prepare audit reports for internal and external audits.
  • Perform and document corrective action, including follow-up monitoring to gauge the effectiveness of the corrective action.
  • Maintain training records for all Environmental Laboratory staff, including Demonstrations of Capability.
  • Schedule and successfully complete semi-annual proficiency testing for all analytes in ANRA’s Scope of Accreditation.
  • Schedule and document all required Quality Assurance/Quality Control functions in the Environmental Laboratory, such as thermometer calibrations, meter calibrations, equipment maintenance, etc.
  • Review laboratory analysis and quality assurance/quality control reports.
  • Perform analytical testing as necessary.
  • Assist in business development for the laboratory.

Qualifications:

  • MUST meet the following requirements for a Technical Manager of an accredited environmental laboratory as defined by the TNI Standard (EL V1 2009, 5.2.6.1).

Requirements for a Technical Manager for an accredited environmental laboratory limited to inorganic chemical analysis (other than metals analysis) and microbiological analysis (limited to fecal coliform, total coliform, E. coli, and standard plate count):

  1. Minimum of an associate’s degree in the chemical, physical or environmental sciences, or two (2) years of equivalent and successful college education. A bachelor’s degree is preferred;
  2. Minimum of sixteen (16) college semester credit hours in chemistry;
  3. Minimum of four (4) college semester credit hours in microbiology;
  4. At least two (2) years of documentable experience performing inorganic chemical analyses.
  5. At least one (1) year of experience performing microbiological analyses.
  • Bachelor’s in environmental science, biology, chemistry or other relevant field and/or at least 2 years working in a related laboratory management setting
  • Excellent verbal and written communication skills, observation skills, and evaluative skills
  • Warm enthusiastic demeanor, outgoing personality, able to interact with people of all ages
  • Prior experience writing technical and/or research findings and reports
  • Capability to plan/coordinate the various aspects of analytical activities
  • Ability to manage projects, partnerships and professional relationships
  • An ability to manage multiple projects and tasks concurrently, accomplishing long term goals by achieving short term strategies and objectives
  • Ability to work closely with other coworkers, collaborate with Quality Manager and other staff members to improve analytical protocols and communicate technical concepts to the general public
