3:45 p.m. Update
The leak repair has been completed and our crews are now opening valves back up and beginning to flush the lines.
You should begin seeing water pressures returning to normal very soon, but they will likely fluctuate for a while flushing is going on.
Even with flushing, there is likely to be a lot of air remaining in the lines. This will make the water appear milky or discolored over the coming days.
A BOIL WATER NOTICE has been issued for the portion of the system west of Jack Creek. (Please see map below). If you have been without water or experienced low water pressure over the past 24 hours, you are on the affected portion of the system.
When flushing is complete, water quality samples will be collected and sent to the lab for testing. Once we have the lab results confirming that the water is safe, the boil water notice will be rescinded. We anticipate having those results around Tuesday of next week.
The leak was discovered in a small creek bed, which is why it was difficult to locate. Unfortunately, much of the Woodlawn distribution system utilizes asbestos cement pipe, which has a life expectancy of 30-40 years, and since it was likely installed when the system was first built in the 60s, it has surpassed it’s life expectancy and the system is likely to experience more issues in the near future. Asbestos cement pipe was prohibited for use in public water systems in the 1980s. ANRA will soon begin to evaluate the system for future improvements.
We apologize again for the inconvenience this has caused and thank you for your patience and understanding as we have completed the repair.

Due to low water pressures in the water distribution system, the Texas Commission on Environmental Quality (TCEQ) has required the Woodlawn Water Utilities public water system (PWS ID Number TX0030029) to notify all customers to boil their water prior to consumption (e.g., washing hands/face, brushing teeth, drinking, etc.). Children, seniors, and persons with weakened immune systems are particularly vulnerable to harmful bacteria, and all customers should follow these directions.
To ensure destruction of all harmful bacteria and other microbes, water for drinking, cooking, and ice making should be boiled and cooled prior to use for drinking water or human consumption purposes. The water should be brought to a vigorous rolling boil and then boiled for two minutes. In lieu of boiling, individuals may purchase bottled water or obtain water from some other suitable source for drinking water or human consumption purposes.
When it is no longer necessary to boil the water, Woodlawn Water Utilities officials will notify customers that the water is safe for drinking or human consumption purposes. Once the boil water notice is no longer in effect, Woodlawn Water Utilities will issue a notice to customers that rescinds the boil water notice in a manner similar to this notice.
Please share this information with all the other people who drink this water, especially those who may not have received this notice directly (for example, people in apartments, nursing homes, schools, and businesses). You can do this by posting this notice in a public place or distributing copies by hand or mail.
If you have questions concerning this matter, you may contact Mr. Jeremiah Poling, Deputy General Manager, Angelina & Neches River Authority at (936) 632-7795 or (800) 282-5634.
If you wish to contact TCEQ, you may call (512) 239-4691.

Water Leak Update
Friday, September 5, 2025
8:00 a.m.
Good morning Woodlawn Water Customers!
We have ALL hands on deck this morning to locate and repair the water leak, including all of ANRA’s field operations staff, plus contract crews.
The water tanks did refill overnight, which is good, so most of you should have at least some water pressure.
However, as we go through the process of elimination to locate the leak(s), there may be times where you may experience no water, since we will be turning on and off different valves throughout the system to find the leak.
Also, out of precaution, we WILL be issuing an official BOIL WATER ADVISORY for the system. That advisory will be issued via TCEQ shortly, but until then, go ahead and BOIL WATER BEFORE USE.
If you are aware of any leaks in the system, PLEASE contact our office at 936-632-7795.
